日本の 新しい 保険法は 日本 港に 入って来る 100t以上の あらゆる 船舶に 大海 油 流出や 座礁 などに 備えた 保険加入を 義務化して あるが MMIA増えた 古い 保険法を 適用して 保険を 聞き入れて ある ので 知られて ある.
これと 関連, ニュージーランド 経済開発部の ゲビン クィでも 保険局長は MMIA街 ニュージーランドで 活動して ある 保険会社が ない だけ たまに ニュージーランド 国内法を 違反した 赤道 ない から 調査する 数 ないという 立場を 明らかにした.
また ニュージーランド 保険協議会の クリス ライオン 会長も MMIA増えた ニュージーランド 保険会社が ないと 言った.
MMIAと言う 去る 日 ロンドンの たいてい 会社と 合作で ニュージーランド 国籍の フォール レンキンと アンドルー ベーカーに 義解 作られたが まだ ニュージーランドで 会社 設立 申告を 夏至 ない ので 知られて ある.

Japan upset over NZ link to insurer

The Japanese Government has asked for an inquiry into a mysterious New Zealand insurer, who is allowing ships from rogue state North Korea to beat a shipping clampdown.
New Zealand officials have told the Japanese that nothing can be done, because the insurer is not subject to New Zealand law.
The Japanese Embassy has asked the Government to look into the activities of the Auckland company Maritime Mutual Insurance Association (NZ) which has emerged as the insurer of 16 North Korean ships.
It is a hugely sensitive issue for the Japanese who have been trying to put the squeeze on North Korea after a string of accidents in their ports involving uninsured vessels.
A tough new ship insurance law took effect in Japan on Tuesday that will exclude most North Korean vessels. It requires ships weighing more than 100 tonnes entering Japanese ports to be insured against spilling oil or being grounded.
The issue has put the spotlight on New Zealand's outdated insurance laws, with the local industry fearing the publicity could damage its reputation.
When MMIA NZ emerged as a major insurer of the North Korean fleet, the Japanese Government wanted to know more.
MMIA's two directors are Paul Rankin and Andrew Baker, who live in Guernsey and Liechtenstein respectively.
The company was incorporated last year along with the London Insurance Company, but it is understood the pair are yet to visit New Zealand to set up their new ventures.
They retain the services of Auckland barrister John Hart who could not say a lot yesterday.
"I'm the legal adviser, I provide the registered office. I'm not involved in the commercial operations of the company and I can't comment further," Hart said.
Insurance council chief executive Chris Ryan said MMIA was not a New Zealand insurance company.
"It's writing a large amount of business offshore and there seems to be a perception that it is a New Zealand insurance company when it is not," Ryan said. "There is no question of any illegality but we are concerned. We would hate to see the reputation of New Zealand damaged," he said.
Japanese diplomats have been told there is nothing New Zealand can do, because MMIA had not broken any local laws.
Gavin Quigan, manager of the insurance and superannuation unit at the Ministry of Economic Development, said: "They are not insurance companies operating in New Zealand and are therefore not subject to New Zealand law."
"If they are touting themselves as New Zealand-registered insurance companies then the politicians where they are trading would have cause to regard their statements as fraudulent."
Quigan said New Zealand's insurance laws could be described as "benign". They date back to 1953 and a revamp has been on the cards for some time.
Anyone can register as an insurer, but to be registered as an insurer with the Insurance Council companies have to lodge a deposit of $500,000 with the Public Trust and undergo a financial-rating assessment by a recognised rating agency.

保険協議会の代表であるクリス・ライアンはMMIAはニュージーランドの会社ではないと語った。
その会社は大量のビジネスを国外で行っている。そしてニュージーランドの会社であるように受け取られているがそうではない。
違法性はまったくないが我々は心配している。ニュージーランドの評判が悪くなるようなことは非常に残念に思う。
日本の外交官はニュージーランドに出来ることは何もないと告げられた。MMIAは当地の法を破っていないからだ。
経済開発省保険年金課の担当、ギャビン・キーガンは
「その会社はニュージーランドで活動している保険会社ではないのでNZ法の対象外であると語った。」
「もし彼らが自分たちのことをニュージーランドに登録されている会社だといったとしたらNZの政治家は
彼らの声明を詐欺的とみなすことになるだろう」
キーガンは、NZの保険法は「ゆるい」といえるかもしれない。それは１９５３年のもので改訂がしばらく取りざたされていた。
誰でも保険会社として登録できる。しかし保険協議会に登録された保険会社となるためには公的信託会社への500,000ドルの預託金の拠出
と承認された評価機関による財務評価調査を経ることが必要である。

つまり北朝鮮船舶が入っているニュージーランドの会社だとされるMMIAという保険会社は、古い保険法を適用して（基準が甘い）いることで知られているが、ニュージーランドの会社でもないし、ニュージーランドで活動もしていないと。
なんでこんな怪しげな保険で許可が下りるの？
